Este artículo hace una revisión crítica del informe de la OMS «WHO health systems: improving performance» analizando el contexto político en el que tal informe se presentó; los supuestos ideológicos subyacentes en la evaluación que el informe hace de la eficiencia y la eficacia de los sistemas sanitarios, así como de su grado de sensibilidad al usuario y de la progresividad en su financiación, concluyendo con notas sobre su posible relevancia en España.

Summary

This article provides a critical review of the World Health Organization's (WHO) report, «WHO Health Systems: improving performance». The political context in which the report was presented, the ideological suppositions underlying the report's evaluation of the efficiency and efficacy of the health systems, their degree of responsiveness to users and the progressiveness of their funding are analyzed. Finally, the possible relevance of the report in Spain is discussed.
